When two actions have the same EV, strategy is indifferent — any mix is fine. GTO uses this to balance.
If villain only folds, betting nuts is not required — check wins the same pot. Solver may mix arbitrarily.
In indifferent spots, the frequency is not a 'rule' — focus on which hands belong in each action.

Why: ✓ You have a set — check/bet for value and protection, charging worse hands and draws.
At equilibrium the opponent is often made indifferent — their bluff-catcher wins and loses the same on average, so calling and folding have equal EV. That is why balanced ranges mix actions.
